Since Windows does not come with this functionality, you will need to download a program that will transform your PC into a live wallpaper. Oftentimes, the only operating systems that will be compatible are Windows XP and onward. Even Windows XP may not be ideal, and anything below this version will likely cause your PC to run slowly if you do not have enough memory and processing power.
